It means teams actually try and attack when they are away from home, rather than sit back and defend for 90 minutes. The rule only applies if the aggregate score is a draw, i would agree with your point if it was the old rule that away goals counted double. Maybe a rule that the away goal rule comes in after extra time has been played would be better, but it's much fairer compared to the game going to penalties.

Ok after Extra time maybe but that would mean the team playing a way second has an extra 30 mins to get that goal
