I think that's the time it takes a small packet of data (the ping) to travel to and from the target system.
It's called a ping because it's a little like sonar, you send a packet out to see if there's something running at the other end.
Assuming you're running Windows XP click Start > Run and type
cmd and then press enter.
In the prompt that comes up type:
ping www.bbc.co.uk and then hit enter. Your system should now 'ping' the BBC
