I apologise if I appeared rude. I am no more qualified than yourself to suggest what the performance effect of increasing all 2Mb users to 10Mb will be but.......
...increase the speed of a 2Mb customer to 10Mb and assume that they will download the same amount of data and it will have a positive effect on the other users of the UBR. Why? They will spend one fifth of the time downloading their data and hence free up network capacity for the others.
Only the network capacity planners, however, are qualified to determine how the performance of the UBR will be affected.
You are pessimist that this change will be bad for you. I am optimistic and do not see it making any real difference.
