Car speedometers can have a tolerance of 10%, however they cannot show that you are doing a lower speed than you really are doing. So they will generally err on the side of caution and the speedometer will show a higher speed. If you have a GPS SatNav in the car you'll see that the speed according to the device is always slower than the indicator in the car dashboard.
