Is this correct?

I phoned in recently, to enquire about premium number blocking. I'd assumed that this would be a free service, as its just a passive block. I was suprised when I found out it costs £2 a month. I was even more suprised to learn that it'd start a new contract!

The telephone operator didn't volunteer this detail, but at least I thought to specifically ask about it.

I'm not interested in taking the service at £2, I think its overpriced and told them so, but surely just adding a premium number block shouldn't start a new contract?
