It was announced a couple months back that they were no longer giving free repairs for out of warrenty Faults (They were before which was good of them tbh) Sometimes its luck of who you get on the phone to cause I still know some people are getting repairs done free.
To the OP there is one thing that you can try. It fixed my friends ps3 when he had the same problem. No guarantee but worth a shot.
1. Turn off Playstation3
2. Hold The power button down; The system will turn on and turn off once again
3. Once the System has been shutdown, re-press you finger until you hear 2 consecutive beeps
4. When you hear the 2 beeps take finger off power button
5. You will be promted to plug in your controller via usb and then hit the PS button
6. The Recovery menu will pop up.
After this you will be given a menu. choose the Rebuild Database option. This worked for my friends PS3 when a crash cause his disc to stop being read. after doing this it worked fine again.
If that fails you could try the other options to but beware you may lose saved data so backup anything you dont want to first.
