The modem doesn't govern the speed on DOCSIS 1.1 either btw. It's all done on the CMTS with the bandwidth figure on the modem being purely cosmetic
I point the gentleman to the DOCSIS 1.1 specifications on service flow parameters.
Infact I point this entire thread to said specs then it doesn't need to exist
