Because if it did ofcom would not be having a second enquirey into premium content now would they? and by premium if you read the full pdf item from ofcom they mean sky sports/ movies both standard and HD.
Available to all platforms at regulated prices.
Which on the link i posted neil berkett stated they needed access to before investing heavily in any other HD.
