In addition to that though, I like the idea of official ticket exchanges so that customers whom can no longer make the shows can sale their tickets on to others. It's good because 1) You can transfer the ownership of the ticket to the new card 2) It puts a control on the price so no one can attempt to exploit others.

It's what Arsenal do with their tickets. You have a Arsenal Membership card and that is your ticket. It has an Oyster type system to allow you into the stadium. They have an official ticket exchange so that season ticket holders can sale their tickets, or for people who brought individual tickets and can no longer go.
