Access to a country within the EU is guarenteed (though tell that to the newer EU members
), but not the ability to leave ones country of birth/residence/nationality...
As for the person who argued about unpaid debts that's not the issue here as it's not a criminal offence unless obtained by deception...The article explicitly says Fines or Consfication orders
