This is caused by the download accellerator program reporting the speed incorrectly. Because it is calculated in the software it isnt very accurate at times and sometimes sticks for a bit under heavy CPU load and the burst you see is it just catching up. The line is restricted to 5300000 so the max is 6 or so Mb/sec
