Nah VIP and business users share the same bandwidth with everyone else.

Don't think it's overutilisation unless there's been an issue that's pushed loads of modems onto a single upstream, might be an upstream fault.

I'm sure the newsgroup guys will advise, failing that you have access to business support who are pretty good
