Unable to open web

A friend of mine is having trouble connecting his new PC into the web, so I have had a look. Basic details are:

Windows Vista, explorer 7.0.6001.18000. Uses Sky Broadband, and router was tested (using an iphone to connect via the router).

software - normal stuff for a new pc, but does mcafee & norton (as built by pc world).

The problem is we have proved the router works connected to the pc, as norton can download its updates. It can also ping the router.

When explorer opens, it tries to find a web page (bbc.co.uk)- it states that website is found, waiting for reply. It does bring up an ip address, but to quick for me to check!

The problem is that is just then stays like that, and then eventually returns a page cannot be found note.

I have now brought the pc home with me, and connected to my virgin broadband. The pc is allocated an ip address from my router (not the virgin one, but a 2nd router), and once I have turned off all firewalls on the pc (not something I would leave off!), I can ping the machine from another networked pc, and also vice-versa, so no apparent problems with the network.

However, explorer still refuses to open a page.

Any suggestions greatfully received, as this is driving me crazy!
