I am aware that you can't buy a SD TV anymore but plenty of people that purchase new TVs are satisfied with the extra channels from freeview and the upscaling that the TV does. You also need to take account of the fact that not everyone can afford to pay the extra cost for pay TV in the first place. Plenty of people may sign up to these deals but they might not stick with the contract and can end up leaving as circumstances change
Just because you want HD doesn't mean the entire nation does and is no reason for VM to bankrupt themselves in offering it.
Sky's take up of HD is only 8.4% of their customer base and with VM having a lower customer base I would assume the VM take up would be lower than that
