Although, maybe the FA have a rolling count system, so if he had bookings from last season, he would have served a suspension after maybe 2 or 3 bookings of this season. If that makes sense.

He had ten bookings, so thats a two match ban. He was signed before the Burnley game, which didn't count as he was cup tied, there was then the United FA cup match which he was also cup tied for so didn't count for his suspension. He then didn't play against stoke, which is one 1 out of 2 and then he played against Bolton yesterday, which should have been the second match he was suspended for. I'm almost certain cards don't carry over to the next season, only suspensions do. I'm also sure the suspensions still count if a player is transfered to a different club. One of my friends is a spurs fan and he was suprised he played yesterday as he thought he was suspended for that match as well. I wonder what the FA will do?

Why should it be down to the ref to have to check every player is allowed to play? It's up to the clubs to know when a players suspension is and to make sure he serves it. The club know the rules, if they decide to field an inelligable player, whether they knew what they were doing or not, they should be punished for it. They would have surely been told by the FA that the player had a suspension, it's nothing to do with the referee.
