Is there a global MAC address list, from which you can deny access? Otherwise, you may be able to give out DHCP IPs to certain MACs, then block by IP.

(Apologies for the acronym soup...)

edit: a thought - what are you trying to do? Can't really see much reason why you'd want to ban MACs, assuming you have control over what is plugged in where...
