Firstly at the end of this, what has been for me highly informative and useful thread, I would like to thank all the forum members involved, but especialy Bender who gave me the the solution to my four day problem.

I ran the sfc with Windows XP Pro disc, and after rebooting there was a message at top screen which had never been there before saying "Please Wait".

When the boot was complete I experienced that magic moment when the out side internet world came into my brothers laptop, many thanks for your help Bender.
