As far as I know the VGA signal and the SCART signal you are talking about are completely different as you suspected. A single cable without any fancy electronics will not do the job. They do exist but are expensive. There are however some devices which need a straight through VGA to Scart. I believe projectors are one example because they can accept a standard TV (SCART) signal on their VGA port (maybe that was the setup in the betting office?), however the signal is the same at either end of the cable, which is not the case with a VGA port on a PC and a SCART port on a TV. Sorry. I stand to be corrected but I'm pretty sure what I've said is correct.
