This is what is technically known as absolute bull****. Welcome to the level of incompetence you will experience when ringing tech support (whydoineedatech is unfortunately a diamond in the rough). Your DNS client (which is a part of standard windows TCP/IP) cannot in any way be the problem because it only resolves addresses. Your download speed can only be measured after you have successfully resolved the address. You can see straight away that what you've been told is nonsense. You're better off listening to the people on this forum than the complete rubbish you will be told on the phone. Sad but true.

You need to ask support via the newsgroup if your UBR (click the connection link at the top of the page and copy and paste the result) is oversubscribed. You'll probably find it is.
