That's something you would normally block on an individual PC. You can block whole classes of webpage by signing your network up to a service like OpenDNS - I use it myself, to keep adult content off my wireless network - but that then applies to any connection to your network, not just your flatmates, unless you temporarily drop the service by altering the security level of your OpenDNS account or stopping using their DNS servers.
