As an actor for a part like the Doctor, sure. Actually playing the Doctor, that depends.

Someone earlier in the thread raised the issue of whether or not it had been established if a Timelord could change gender during the regeneration process. AFAIK, it hasn't, though IMO it would be stretching credibility just that little bit too far just for the sake of appeasing feminists & the politically correct elements of the viewing public.

On a similar note, I don't think it's been establshed whether or not a Timelord could change his apparent ethnic identity. If it was decided that he could, & it was done for the right reasons [right actor for the part], then it might be ok.

However, if it was done just for the sake of saying "hey look, we've hired a black guy to play the Doctor!", then I'd say no.
