The V+ WILL stretch a 4:3 image into 16:9 when connected via HDMI if you select either 720 WIDE or 1080 WIDE option in the V+ Display settings (Home, Settings, Display & Audio setttings). That is what it is there for.

When it is just set to either 720 or 1080 it should show a 4:3 picture in 4:3 (i.e. square with black bars down the sides)
