Really I need to know which UBR card you are on. For example, your UBR has 8 cards which vary from moderate to pretty busy. But regardless of the card, it's scheduled for an upgrade on 5th November.

That one has 11 active cards, which vary from very light to pretty busy. No upgrades currently scheduled.
But you don't really need to ask me. If it's fast in the daytime, and slow in the evening (without you being STM'd), it's a fair bet your UBR card is busy.
