Malware can mess with Tcp/ip, as can so called optimisers. I had to reset it on an older XP machine, because of being a little over zealous with a few tweaks. Resetting it cured the problem. I'd hazard a guess and say, it's probably the last thing people think of, when trying to repair a dodgy connection. It's one of the first things I do now.
