Sounds like a driver problem to me, the driver loads moments before the welcome screen appears so thats likely when any errors are going to occur.

In safe mode, it uses a generic software VGA driver so you're unlikely to see any errors related to the main driver in safe mode since it doesnt load at all.

What i'd do first is start up in safe mode and uninstall the driver. You can download a program called driver sweeper from Guru3d... make sure you delete all remnants of the driver and reboot... go back into safe mode, do it again just to make sure they've all been found and deleted, then you should be safe to boot up normally and install the VGA drivers once more.

Oh also, what manufacturer is your GPU from?
