Angry Virgin lag :O not unusual

Well ok for the past years vm has been in power ive been a laggy mofo on games, lag spikes etc
Well on Friday the whole 2nd half of the streets internet died, a tech came looked at the street and said basically vm hav completely wired this street wrong something like amp , temp temp whn its meant to be amp temp. Anyway he also said the parts needed replaced etc he did tht everything worked fine he came checked my speeds

Signal to Noise Ratio
40 dB

Power Level
50.00 dBmV

he said peferct modem config "you dont want your power level about 55 and below 48 " forgot what he said about the signal to noise ratio. But he talked about thats what the green boxes along the road are and how it goes to fibre etc. Anyway later on that day i had no lag until i started spikes checked my modem and i got this

Downstream Status
Operational

Power Level
7.79 dBmV

Signal to Noise Ratio
38/ mainly37/36 dB <--- jumps

Upstream Channel
Power Level
51.50 dBmV

thats when i lag in game, am thinking is the signal to noise ratio to low and thts why am lagging in game? i never did whn i was on 40, thought maybe i should ask her before i call vm

my current modem config is:
