I would have thought 50 or 60 should be fine for the refresh rate (could be wrong though). If you've got the manual for the TV it will probably say in there about the refresh rate.

In terms of the resolution change, I would have thought that so long as Windows registers the resolution change correctly it should be OK.

Do you know what graphics chip the PC has? It's possible that could be hindering things depending on how the drivers use the EDID data from the TV.
