AFAIK that sort of consideration usually comes down to licencing. Maybe Mozilla can't afford (or chooses not to spend money on) licencing certain MS plugins (presumably you're thinking about Activex?). Google, on the other hand, practically has a licence to print money, so acquiring licences to use plugins shouldn't be a problem, should they choose to do that.
You're right, they've developed a Windoze version first, which seems like a reasonable approach. I don't imagine we'll have an excessively long wait for their *nix versions to appear though.
