strange problem with modem\pc

Just been on the phone with a mate who has a 255 (black) modem which is new.
Modem is working properly (I assume)
His PC will connect to the net at his mates house but not at his house.
Drivers are installed for network card (VIA I think)
Told him to set his speed from auto to 10Mbps\half duplex.
No router in the equation.
Has no internet connectivity right clicking on local area connection selecting status shows that he is sending but not receiving packets.
Network connection details shows an IP of 169.254.192.165 - No DCHP server a Subnet of 255.255.0.0 - No DNS or WINS or Default Getway.

Connection works fine at his mates.

As far as I can tell (over the phone) the only 2 variables are the modem and Ethernet cable, I have told him to borrow another cable to see if that works. VM have been round and the engineer was able to connect to the net with his laptop.

Anyone know where the IP 169.254.192.165 goes to and any other ideas as to what the prob may be.
