Never had that problem with my WRT54GS connected to my ntl 120 modem.
The both get switched on at the same time at the wall socket and always connect first time.

And watching the lights the router finishes booting before the modem has sync and ready lights on.

But why would I want to leave the modem and router on when I'm not using them?

I have always switched both off when not in use, just switch them on when I want to.

The modem & router boot up & sync/connect quicker than the PC boots up so I wouldn't save any time by leaving them on, just waste electricity.
