169.254.*.* address indicates that the router is not responding to the pc. It's a windows default that is set when the pc requests an IP address and nobody answers.

The system can't find a DHCP server to get an address. Under the circumstances I'd say there's a good chance your router is broken.

All the rest of the hardware has been checked and the router reset to default settings. That really only leaves a router failure in the frame.
