Low CM signal level

According to the old post up there I am getting the feeling that a Downstream Receive Power Level fluctuating between 0.3 and 0.6 dBmV is awfully low and needs to be rectified. (SNR appears fine at 41.9 dB as does upstream transmit at 54.5 dBmV). The line usually works fine 24/7 but i have had the occasional day where its dropped all connections for 5 or 10 seconds with no apparent reason and no maintenance listed in the outage calendar.

My question is can that be done remotely without having to lose connection, reboot the modem or have any interruption to the service at all? Even for a few seconds? Or can i expect everything to drop while its fixed if I phone to report that?
