VM residential IP's don't tend to change that often so you should be able to use the IP you have without too much problem.

You can get Sticky IP's from VM but only with a business account, they can though change but only after a ubr resegment or similar.

All other dynamic2static services only deal with dns and do not give out IP's and the only way to get a static IP (apart from a local one) is via a host and then possibly a port forward to your home account...
