This is true. Have you had a look at your modem config page?
go to
192.168.100.1 in your browser and login with user and pass
"root"/"root"
click on
Operation Config on the left and it should say what your downstream data rate is.
I.E:
Maximum Downstream Data Rate : 4096000 (4Mb)
