I can't recall just how many times he beat the system but it was a hell of a lot of times. Eventually the scam failed and he spent 6 months riding into the office on a bicycle. Shortly afterwards his brother in law was suspended and after about 2 years he was offered the choice of resigning or facing court on corruption charges, he resigned. I never did find out what the police actually caught him out on, but afterwards he came to work with us, until the place closed down.
