Im on 20mb and i have the exact same problem. Concurrency will give me full speed but that aint worth crap when your trying to watch something stream.
So i dont agree that the connection is working properly at all, it looks like throttiling or shaping or management, whatever you want to call it.....
what a godawful product/service.... really
