rebooted modem, on average was a getting around 4MB, this operations log was from last might..on some sites upload for me was average 380kb, now its just to around 490kb..but the download speed is staying in the region of 4MB...

Sometimes i think you have to wait for it to settle down for a day or two but someone might be able to help you more.

Test 1: 1024K took 2319 ms = 441.6 KB/sec, approx 3639 Kbps, 3.55 Mbps
Test 2: 1024K took 2340 ms = 437.6 KB/sec, approx 3606 Kbps, 3.52 Mbps
Test 3: 1024K took 2350 ms = 435.7 KB/sec, approx 3590 Kbps, 3.51 Mbps
Test 4: 2048K took 4764 ms = 429.9 KB/sec, approx 3542 Kbps, 3.46 Mbps
Overall Average Speed = approx 3594 Kbps, 3.51 Mbps

You should be going a lot faster than that. Everyone else seems to be reporting 9MB plus.
