Because it will cost a lot more to give service to them than it will in built up areas. It's easier, cheaper and they'll recoup money quicker by rolling it out to cities. Running fibre out to the middle of nowhere for a small number of people just doesn't make economic sense, which is unfortunate for your friends and family but BT are a business.
