you will get the idea if you play around with some online video streams as your input.

shame Multicast isnt generally available over the web connection OC so generic old hat, and ineffective Unicast wil have to do, you might try mixing in "MTunnel" into the mix OC, but i dont know if you can get it to just work as a multi end user Multicast tunneled feed, I.e run one stream , and loads of your friends can connect to that single MC tunneled feed as long as they too are running that "mtunnel" at their end...

http://cheyenne-server.org/blog.rsp the webserver written in rebol could work as a quick and easy self contained small webserver for anyones need re broadcast or transcode their videos housed or streamed elsewere on the net (your live webcam FI)OC.

with a little bit of thought and testing, you should be able to VLC stream your webcam on your laptop at the AGM, to your webside server and have another copy of VLC there taking that single stream as its input, and re-broadcast it directly off the webside server, making that take the brunt of the mass streaming download demand, instead of your restricted wireless connected laptop webcam VLC feed.
