In a nutshell Google does do this to some extent. Google sees search terms and it sees results. If people click on certain results more than others for certain search terms, it means extra traffic goes to that site in question and it is deemed more important relatively speaking in that search result.
It effectively gets more Google brownie points for for the next search result using them terms. It does not happen immediately but that is how sudden popular newsworthy sites can go to high in the Google rankings literally overnight.
