A cable router routes ethernet connections, as long as the DSL modem is ethernet based and has the NAT turned off within the modem then it should work fine...

Or if the modem has NAT turned on then just a simple hub/switch is required and not the router

Sounds like both units are trying to NAT at the same time...See if you can turn it off on the modem and rely on the rotuer to do the work...
