They do.
Unfortunately the sentence given doesn't reflect in any way the sentence served.
I know of examples where people given 9 months are out in less than 3.

I suppose it depends if you want prison to punish or rehabilitate people.
To punish then they should be in for the sentence.
To rehabilitate they should be in for long as it takes to make them safe to life along side normal people, sadly this is normally longer than option A
