He's just mouthing off, Trying to play a hardline both to appease his little remaining base and to try and scare Iran into not doing anything stupid.

He will not try anything with Iran because:

1) They just do not have the resources (in terms of troops and cash)
2) The public(and congress) will not allow it
3) The republicans will not allow it as it would really damage McCain's changes of winning the election.
