@ceedee or any other more clued up member. 
Earlier in the thread ( post 846)you recommended someone tests their speed by downloading files. I have just noticed that the site that I use has added a 'download test files' option to their speed test. Do you think that it will give an accurate result?

I don't think he was actually referring to a 10MB limit. More, what were the limits on the 10MB BB.
