I think the upstream level is okay.
And your modem looks to me to be setup okay for 10Mb/s.
It's worth doing a 'proper' speed test by downloading several files from different sources at the same time while connected directly to the modem (bypassing a router if you've got one).
Have you had your modem for a long time?
Might be worth checking to see if it's
compatible with 10Mb/s -- select "Broadband Size: L" and find your modem in the list?
