Thanks for your responses.
I am looking for this info because a friend asked me something about it.
So lets say if I was just downtown or out and about, this thing can be used to link up to Verizons network? So it would kind of work like WIFI? Would there be any other hardware needed to use it? Thanks again...

Once again I apologize, and no I hadn't realized your UK based until after my second post. Please forgive me, I was a little tired and aggravated at the time. Sorry I acted in such a manner, I had been up all night and needed to get some sleep...obviously. I do appreciate all of your help.

thats OK , now you know theres a time difference there, there are some US members that post here, so they may or not know the Verizon network sequence better.
you basic question , can you use it for portable and reasonable web browsing, YES you can.
do you understand how your mobile phone works to some degree?, its much like that.
you need one of these, in this case EV-DO Rev A wireless network card such as you ask about, heres a review with its spec and speed when they tested it on your mentioned Verizon.
just like the mobile phone you also need a valid mobile carrier SIM card, that plugs into this mobile modem.
you get the SIM registered with your provider and they tell you the settings (you put into the supplyed PC mobile network app that came with the mobile modem) to use for the connection.... done.
you should then be able to plug it into your laptop and off you go.

also as HM said why do you want to "Can anyone tell me if I can use this
to continually change my IP address?"
or are you misunderstanding something you read somewere?.
