Thing is, they can't, any more than we can. If you establish a policy which makes the site owner reponsible for content posted on the site, then you open yourself up to libel and copyright theft on a grand scale, also possibly incitement to all sorts of crimes.

The best we can hope for is a policy of quickly removing stuff when a reasonable complaint is made.
