Now consider there were between 150 and 200,000 Scottish fans in Manchester. There were 46 arrests out of that total, most of the fans were unware of the trouble until the following day.

And when you think over double the number of fans were arrested remember that the laws on arrest are completely different in Scotland than England. Out the 46 arrests only 11 have been charged (so far). Out the 100 they would all have been charged.
