I don't have cable at all, but if I
were stealing such a service, I wouldn't be worried about being reported, as it's quite clear that it's not something the legal system or even the cable companies themselves are willing to do much about.

Yes, and all the morality-pushers are afraid to answer the MP3 or speeding question, which is a relevant point, when someone argues for reporting neighbours as a "greater good" act.
