The STB probably won't be able to display the subtitles itself because they are not on the standard page 888.
Have you tried switching the STB output between RGB and composite to see whether that makes a difference? Which model STB do you have?

Some TVs refuse to display teletext when in RGB mode. Maybe your cheap cable only has the composite pins connected. (What on earth gave you the idea to swap cables?
)
